Sure. You have to setup an instrumentation calibration and repair shop. It will have to have test instruments and test benches for each type of instrument.
The most common type of instrument are pressure gages and transmitters. To calibrate them you will need precision pressure gauges, dead weight pressure calibration scale, milliammeter for 4-20 output, or digital output reader, water column gage for low pressure or differential pressure instruments.
Flow meters can be cumbersome to calibrate. There are many types and each one will require special consideration. Same with analyzing instruments for pH, O2, and so on.
Each instrument should have calibration instructions, a calibration chart, a calibration record, and should be calibrated at least once a year.

There are a couple of ways to calibrate a pressure gage. If it is low pressure, say, up to 50 psi, you can use a compressed air power source, a pressure regulator and a precision pressure gage side by side. You increase and decrease the pressure slowly, and you compare the readings. The difference between them should stay within 1% of full scale.
If it is more than that, you have to adjust zero and span. There are settings and links to do that. First, locate and identify the adjustment points, you may have to take the instrument cover off. After you are finished, write the calibration date, on the instrument and on the instrument record. It is also useful to chart at least 5 points of the calibrated scale.
For high pressure gages you will need a dead weight tester. In addition to a pressure source, it will supply very accurate pressure by piling weight on a piston, enough to calibrate even precision gages.
