Apparently, they were on display from July 8th through Sept. 8th of last year only.
I included some pics from the Olympic Gardens from a web site. The gardens looked absolutely stunning.
The rocks in the soil do not absorb water. So, the soil in general will not hold a lot of water and anything you plant there would need to be drought tolerant. It's also very difficult to dig up soil that's full of rocks. Even the smallest rocks will stop a shovel from going into the ground. The rocks could also affect the growth of roots, especially for plants that have especially soft root systems.
I had an area in my back yard that was full of gravel that someone decided to dump there years ago. It took a long time and was a lot of work, but I dug all the dirt out to a depth of about 6 inches and screened the dirt to remove the rocks. I used a steel mesh screen with about 3/8 inch openings. I made a frame out of 2×4's and wrapped the screen across the top, and then down around to the other side where I fastened it to the frame with heavy duty staples (the kind you nail in).
I then placed the screen over a wheelbarrow, put a few shovels full of dirt across the top of the screen (the drier, the better), and shook the frame to screen out the rocks, which I just tossed behind a retaining wall. It worked really well and I got a great workout. I then planted a bunch of stuff in the area, from giant bird of paradise to small annual flowers. And, everything did well there.
